Panama’s government is launching an ambitious plan to attract international visitors to its island destinations through duty-free shopping zones and expanded nautical tourism opportunities. During his participation at Expocomer 2025, President José Raúl Mulino announced that his administration is developing a comprehensive plan to establish duty-free zones across Panama’s islands, which already draw significant numbers of domestic and international visitors.
The proposal, scheduled for review on Tuesday, March 25, 2025, is expected to be approved before the Cabinet Council meeting, allowing for swift implementation.
“Our vision is to bring commerce to our islands, following successful models from other island destinations around the world,” President Mulino explained. “This will allow tourists to purchase tax-free products, similar to what’s available in duty-free shops elsewhere.”
The president emphasized that this initiative isn’t designed to create unfair competition but rather to provide additional opportunities for international tourists visiting Panama.
Marina Development and Nautical Tourism
In addition to the duty-free shopping plan, the government is exploring the construction of new marinas to attract yacht tourism and generate local employment opportunities.
“Each yacht that anchors in our waters creates multiple jobs for Panamanians—from maintenance and mechanics to cleaning services and logistics support,” Mulino highlighted.
The administration is also considering approving specialized nautical tourism programs similar to those in Costa Rica, which would allow international yachts to participate in fishing tournaments throughout Panama.
“These initiatives aim to attract yachts to Panama so they can enjoy our excellent fishing grounds, as we have many areas that are highly competitive in this regard,” the president noted.
